AIRCRAFT CHARTER FLIGHT

By Rajko Kasagić

Charter flights allow fast and secure communications. Since the industrial revolution, traffic has improved so much that its development can be classified as the fastest growing branch of human activity. According to the road on which the traffic takes place, it is divided into: water, land and air (traffic). With the development of economic relations in the world, traffic is improving both the means of transport and the transport routes. Air transport appeared much later than the others. The advantage of air traffic is its speed. For now, this transport is limited mainly to the transport of passengers, while the transport of goods is limited to the transport of postal items, or smaller quantities of goods of greater value, or perishable goods. Air transport as well as the charter itself has primarily an international character. Its real purpose and its economic advantage are fully expressed in the longer air transport over the territory of several countries. With the exception of large states, small states have a first-class interest in using airspace charters over other states. Despite the great importance of charter flights of international organizations, which regulate air traffic, they have not yet regulated this matter with a single international legal act in order to establish uniform standards for this type of transport of passengers and goods.

POSSIBILITIES OF SAVING ELECTRICITY IN THE ELECTRIC POWER SYSTEM OF BOSNA AND HERZEGOVINA

By Saša Đekić

During the actual energy crisis, primarily in the EU but also in our region, governments in the region are intensively trying to decentralize production in the energy sector by encouraging the construction of new production facilities and encouraging citizens to produce electricity. The largest number of renewable sources of electricity (RES) are connected to the so-called electricity distribution network. distribution generators (DG), which again requires additional investments in the distribution network itself. In all of this, consideration of the possibility of saving electricity in terms of reducing electricity losses on the electric power system of Bosnia and Herzegovina, primarily the electricity distribution network (EDN), is missed. Bosnia and Herzegovina has great potential for the construction of new production facilities, both large power plants, and DG, but also a significant space for electricity savings in the power system itself, primarily EDN, with incomparably smaller investments than is the case with the construction of new production facilities. In the subject paper, the possibilities of saving electricity in BiH and the region will be presented, and on a concrete example, the possibilities of achieving the technical parameters of EDM work, which are at the level of good European practice in the subject field, will be demonstrated

COUNTER-ENFORCEMENT

By Adis Mehić, Jasmina Tahirović

Law on Enforcement Procedure of the Federation of Bosnia and Herzegovina (“Official Gazette of the Federation of Bosnia and Herzegovina”, No. 23/03, 52/03, 33/06, 39/06, 39/09, 35/12 and 46/16; and “Official Gazette of Bosnia and Herzegovina”, No. 42/18 - Decision of the Constitutional Court; hereinafter: ZIP) prescribes the rules of procedure on the basis of which the counter-enforcement procedure is conducted. Paragraph 1 of Article 54 of the ZIP stipulates: “After the enforcement has already been carried out, the enforcement agent may in the same enforcement proceedings request the court to order the enforcement seeker to return what he received by enforcement, if: the enforcement document is revoked, modified, annulled, put out of force or otherwise determined to be without effect, if the decision on enforcement is revoked or modified and if during the enforcement procedure he settled the claim against the claimant, outside the court, so that the claimant is doubly settled. “ This paper will analyse the institute of counter-enforcement, i.e., the conditions for initiating the counter-enforcement procedure, the procedure for deciding on counter-enforcement, as well as the active legitimacy for initiating that procedure.
